So let us begin ;)

At first two things:

After rezising you had to sharpen, so i don't need to write it all time ;)

But when we have to rotate it will be sharpen after rotating ;)

At all elements i put a Dropshadow, which you want to use or if you want to use is your turn, i don't write it in the Tut,

so if you want a Dropshadow feel free to use your own ;)

I used this Drop Shadow 2 / 2 / 100 / 5 / Black

Open a new image 500 x 500 Pixel, transparent, 72 dpi - fill with White - Open the Mask and minimize it.

Copy he-usa-papers1 and paste as new Layer - New Masklayer from Image - WSL_Mask259 - Merge down Group.

Copy he-usa-elements8 and paste as new Layer - Image - Rezise 38%.

Copy he-usa-elements20 and paste as new Layer - Image - Rezise 52% - Duplicate - Layer under Swag Layer - on above Layer - erase with the Rubber the upper Part.

Copy Your Tube and paste as new Layer - put on the Big Heart from the Frame (elements20) - Layer under Frame Layer.

Copy he-usa-elements25 and paste as new Layer - Image - Rezise 65% - Rotate Free 15 Right - on the Right Side on the Big Heart - Layer under Frame Layer.

Copy he-usa-elements42 and paste as new Layer - Image - Rezise 30% - Rotate Free 10 Left - above on the Left Corner from the Swag.

Copy he-usa-elements50 and paste as new Layer - Image - Rezise 30% - below on the Left Side on the Swag - Layer under Frame Layer.

Copy he-usa-elements46 and paste as new Layer - Image - Rezise 25% - Rotate Free 10 Left - put on the Hat.

Copy he-usa-elements32 and paste as new Layer - Image - Rezise 25% - Flip Vertical - above on the Right Side on the Swag - Layer under Swag Layer.

Copy he-usa-elements53 and paste as new Layer - Image - Rezise 30% - below on the Right Side on the Swag / Frame.

Copy he-usa-elements6 and paste as new Layer - Image - Rezise 28% - Rotate Free 12 Right - put on the Flower.

Copy he-usa-elements23 and paste as new Layer - Image - Rezise 35% - Rotate Free 8 Right - on the Right Side on the Heart - Layer under Heart Layer.

Copy he-usa-elements15 and paste as new Layer - Image - Rezise 25% - Rotate Free 8 Left - on the Hat - Layer under Hat Layer - erase the below Part.

Copy he-usa-elements18 and paste as new Layer - Image - Rezise 40% - below on the Hat / Frame / Pipe - Layer under Pipe Layer - Duplicate -

Flip Vertical - Layer under Frame Layer.

Put your Text or Name on the Tag and type the Copyright on it

(Don't forget the License Number when use a Tube which need one).

Save as png or jpg and you are finished with the Tag!
