I made this Tut using PSP XI ,

but I think it can be made with another Versions too.

So let us begin ;)  

At first two things:

After rezising you had to sharpen, so i don't need to write it all time ;)

But when we have to rotate it will be sharpen after rotating ;)

At all elements i put a Dropshadow, which you want to use or if you want to use is your turn, i don't write it in the Tut,

so if you want a Dropshadow feel free to use your own ;)

I used this Shadow: 1 / 2 / 85 / 4 / Black

Open a new image 500 x 450 Pixel, transparent - fill with White - open the Mask and minimize it.

Copy the Paper p16_BG_Tropical and paste as new Layer - Image - New Masklayer from Image - WSL_Mask116 - ok - Merge down Group.

Copy frame09_BG_Tropical and paste as new Layer - Image - Rezise 90% -

Click with the Magic Wand in the Frame - Selections - Expand to 7 - Copy the Paper p01_BG_Tropical and paste as new Layer -

arrange till you like - Invert the Selection - Delete - put the Layer under the Frame - Layer.

Copy Your Tube and paste as new Layer - put it in the Frame.

Copy Beachtowel_Schnegge_BG_Tropical and paste as new Layer - Rotate Free - 25 Left - put it on the upper Left Side on the Frame -

put the Layer under the Frame and BG from Frame - Layer.

Copy _BG_Tropical and paste as new Layer - Image - Rezise 45% - put it in the Middle on the Right side on the Frame (or Your Tube)

Copy flower02_BG_Tropical and paste as new Layer - Image - Rezise 55% - Flip Vertical - put it on the Right Side at the Top on the Frame.

Copy leave01_BG_Tropical and paste as new Layer - Image - Rezise 55% - Flip Vertical - put it below on the Left Side on the Circles of the Frame.

Copy drink_BG_Tropical and paste as new Layer - Image - Rezise 45% - put it below on the leave.

Copy bonnet_BG_Tropical and paste as new Layer - Image - Rezise 45% - put it below on the Right Side on the Frame.

Copy ribbon04_BG_Tropical and paste as new Layer - Image - Rezise 55% - Rotate Free - 25 Right - put it on the flower02 - put the Layer under the String - Layer.

Copy bow16_BG_Tropical and paste as new Layer - Image - Rezise 45% - put it on the upper first Bead from the String.

Copy leave02_BG_Tropical and paste as new Layer - put it on the bonnet - put the Layer under the bonnet - Layer.

Copy icecream_BG_Tropical and paste as new Layer - Image - Rezise 40% - Rotate Free - 25 Right - put it at the Right Side on the drink -

put the Layer under the drink - Layer.

Copy heart07_BG_Tropical and paste as new Layer - Image - Rezise 45% - put it below on the icecream.

Put your Text or Name on the Tag and type the Copyright on it

(Don't forget the License Number when use a Tube which need one).

Save as png or jpg and you are finished with the Tag!
