So let us begin ;)  

At first two things:

After rezising you had to  sharpen, so i don't need to write it all time ;)

But when we have to rotate it will be sharpen after rotating ;)

At all elements i put a Dropshadow, which you want to use or if you want to use is your turn, i don't write it in the Tut,

so if you want a Dropshadow feel free to use your own ;)

I used this Shadow: 2 / 2 / 100 / 9 / Black

Open a new Image 500 x 550 Pixel, 72 dpi - fill with White - Open the Mask and minimize it.

Copy p13_mnip_Schnegge and paste as new Layer - New Masklayer from Image - MC_Mask10 - ok - Merge down Group.

Copy frame04_mnip_Schnegge and paste as new Layer - Image - Rezise 75% - Rotate Free 90 Right - Click with the Magic Wand in the frame -

Selections - Expand to 2 - New Rasterlayer - Copy p01_mnip_Schnegge and paste in the Selection - Selections - None - Layer under Frame Layer.

Copy Your Tube and paste as new Layer - put in the Frame.

Copy ribbon06_mnip_Schnegge and paste as new Layer - Image - Rezise 70% - Rotate Free 110 Left - on the Left Side on the Frame.

Copy lamp_mnip_Schnegge and paste as new Layer - Image - Rezise 40% - in the Middle on the Left Side on the ribbon.

Copy jewel03_mnip_Schnegge and paste as new Layer - Image - Rezise 50% - below on the Right Side on the Bow from the Frame.

Copy unicorn_mnip_Schnegge and paste as new Layer - Image - Rezise 55% - Flip Vertical - below on the Left on the Frame / Ribbon.

Copy flower01_mnip_Schnegge and paste as new Layer - Image - Rezise 35% - below on the Left on the unicorn.

Copy again flower01_mnip_Schnegge and paste as new Layer - Image - Rezise 45% - Flip Vertical - below on the Right / near the Middle on the frame -

Layer under BG from Frame Layer.

Copy leaf01_mnip_Schnegge and paste as new Layer - Image - Rezise 40% - on the Left in the Middle / above on the Frame / Ribbon -

Layer under BG from Frame Layer - Duplicate - Flip Vertical.

Copy leaf02_mnip_Schnegge and paste as new Layer - Image - Rezise 60% - Flip Vertical - below on the Frame / unicorn and so -

Layer under BG from Frame Layer - Duplicate - Image - Rezise 60% - Rotate Free 12 Right - move a bit to the Right - Layer under unicorn Layer.

Copy flower09_mnip_Schnegge and paste as new Layer - Image - Rezise 60% - Flip Vertical - Rotate Free 16 Left -

on the Right Side on the Frame - Layer under flower01 Layer.

Copy butterfly02_mnip_Schnegge and paste as new Layer - Image - Rezise 38% - Rotate Free 16 Left - on the Right Side in the Middle on the Frame.

Copy heart03_mnip_Schnegge and paste as new Layer - Image - Rezise 65% - Flip Vertical - Layer under both leaf01 Layers - Layer Properties on Screen - Duplicate.

Put your Text or Name on the Tag and type the Copyright on it

(Don't forget the License Number when use a Tube which need one).

Save as png or jpg and you are finished with the Tag!
