So let us begin ;)  

At first two things:

After rezising you had to  sharpen, so i don't need to write it all time ;)

But when we have to rotate it will be sharpen after rotating ;)

At all elements i put a Dropshadow, which you want to use or if you want to use is your turn, i don't write it in the Tut,

so if you want a Dropshadow feel free to use your own ;)

I used this Shadow: 2 / 2 / 100 / 5 / Black

Open a new Image 500 x 500 Pixel, 72 dpi - fill with White - Open the Mask and minimize it.

Copy Paper17_ITW_Schnegge and paste as new Layer - New Masklayer from Image - WSL_Mask302 - ok - Merge down Group.

Copy Frame01_ITW_Schnegge and paste as new Layer - Image - Rezise 75% - Rotate Free 90 Left - Duplicate - Flip Vertical - put on the other Frame -

erase with the Rubber the Left Border - Merge one down visible so You have one Frame Layer - Click with the Magic Wand in the frame -

Selections - Expand to 10 - New Rasterlayer - Copy Paper10_ITW_Schnegge and paste in the Selection - Selections - None - Layer under Frame Layer -

Layer Properties on Hard Light.

Copy Torch_ITW_Schnegge and paste as new Layer - Image - Rezise 55% - Rotate Free 15 Left - below on the Left Side on the Frame - erase the below Part.

Copy Leaf02_ITW_Schnegge and paste as new Layer - Image - Rezise 60% - on the Left Side on the Frame - Layer under Torch Layer - Duplicate - Flip Vertical.

Copy Leaf06_ITW_Schnegge and paste as new Layer - Image - Rezise 40% - below on the Right Side on the Frame - Duplicate - Flip Vertical.

Copy Your Tube and paste as new Layer - put in the Frame.

Copy Flower09_ITW_Schnegge and paste as new Layer - Image - Rezise 30% - Rotate Free 15 Right - put on the Right End from the Right Leaf06 -

Layer under Leaf06 Layer.

Copy Mushroom_ITW_Schnegge and paste as new Layer - Image - Rezise 22% - on the Right on / at the Torch - Layer under Leaf06 Layers.

Copy Dragonfly01_ITW_Schnegge and paste as new Layer - Image - Rezise 45% - above on the Left Side at the Frame.

Copy Snail_ITW_Schnegge and paste as new Layer - Image - Rezise 25% - Flip Vertical - above on the Right Corner on the Frame - Layer under Leaf02 Layer.

Copy Butterfly02_ITW_Schnegge and paste as new Layer - Image - Rezise 40% - below on the Left Side on the Leaf06.

Copy Butterfly01_ITW_Schnegge and paste as new Layer - Image - Rezise 35% - Flip Vertical - on the Right on the Leaf06.

Copy Sun_ITW_Schnegge and paste as new Layer - above on the Left Side on Your Pic - Layer under BG from Frame Layer - Duplicate - Flip Horizontal and Vertical.

Put your Text or Name on the Tag and type the Copyright on it

(Don't forget the License Number when use a Tube which need one).

Save as png or jpg and you are finished with the Tag!
