So let us begin ;)  

At first two things:

After rezising you had to  sharpen, so i don't need to write it all time ;)

But when we have to rotate it will be sharpen after rotating ;)

At all elements i put a Dropshadow, which you want to use or if you want to use is your turn, i don't write it in the Tut,

so if you want a Dropshadow feel free to use your own ;)

I used this Shadow: 2 / 2 / 100 / 5 / Black

Open a new image 500 x 500 Pixel, 72 dpi, transparent - fill with White - Open the Mask and minimize it - Selections - All - New Rasterlayer -

Copy DBS_Paper12 and paste in the Selection - Selections - None - Image - New Masklayer from Image - WSL_Mask241 - ok - Merge down Group -

Image - Rezise 105%.

Copy DBS_Frame02 and paste as new Layer - Image - Rezise 60% - Rotate Free 15 Left.

Copy DBS_Frame07 and paste as new Layer - Image - Rezise 60% - Layer under Frame02 Layer - erase with the Rubber (or with a Selection) what is in the Frame02.

Copy DBS_Bubbles and paste as new Layer - Image - Rezise 60% - below on the Frame - Layer under Frame02 Layer - Duplicate - Flip Horizontal -

merge one down visible so You have one Bubbles Layer - Duplicate - Rotate Free 90 Left - Layer under Frame07 Layer.

Copy DBS_CheckeredMat and paste as new Layer - Image - Rezise 50% - Rotate Free 20 Left - below on the Right Side on the Frame02.

Copy DBS_CupTower and paste as new Layer - Image - Rezise 40% - Rotate Free 25 Left - on below Right Corner from Frame02 / CheckeredMat.

Copy DBS_HeartTree and paste as new Layer - Image - Rezise 30% - on the Right Side on the Frame02 - Layer under CupTower Layer.

Copy DBS_QueensList and paste as new Layer - Image - Rezise 50% - below on the Frame02 / CheckeredMat.

Copy Your Tube and paste as new Layer - Layer under QueensList Layer.

Copy DBS_Watch02 and paste as new Layer - Image - Rezise 45% - on the Left Side on the Frame02 / QueensList - Layer under QueensList Layer.

Copy DBS_DrinkMe and paste as new Layer - Image - Rezise 25% - Rotate Free 15 Right - below on the Right End from the QueensList - Layer under QueensList Layer.

Copy DBS_Cake and paste as new Layer - Image - Rezise 20% - on the Left Side at DrinkMe / on QueensList -

erase with the Rubber the below Part from the Plate - Layer under QueensList Layer.

Copy DBS_Cricket and paste as new Layer - Image - Rezise 20% - below on the Left Side on the CupTower - Layer under DrinkMe Layer.

Copy DBS_Hat and paste as new Layer - Image - Rezise 22% - above on the HeartTree.

Copy DBS_Cheshire01 and paste as new Layer - Image - Rezise 15% - on the Left Side on the Chain from the Watch.

Copy DBS_Flower09 and paste as new Layer - Image - Rezise 15% - Flip Vertical - on the below Left Corner from the Frame02.

Copy DBS_Butterfly01 and paste as new Layer - Image - Rezise 12% - Rotate Free 15 Left - above on the Left Side on Your Tag.

Copy DBS_Sparkles and paste as new Layer - Image - Rezise 65% - Flip Horizontal and Vertical - above on the Left / Middle at the inner from Frame02.

Put your Text or Name on the Tag and type the Copyright on it

(Don't forget the License Number when use a Tube which need one).

Save as png or jpg and you are finished with the Tag!
